Construction update

During the week of September 21st, the contractor began placement of the walls for the control vault. Last week the contractor placed the concrete foundation slab, which seals-off any contaminated soils at the control vault location. The contractor began the placement and completed the sheet piling for the three required areas at the pump station and will begin the excavation of the pump station. The excavation for the pump station is expected to last for approximately three to four weeks. The contractor has completed work related to utility relocations. Air monitoring of the site, as directed by the Licensed Site Remediation Professional (LSRP), began on August 27th and continues.


As shown in previous newsletters, the project’s three (3) phases are dictated by the engineering and construction requirements and will occur in three areas along 11th Street, as seen in the figure below. The three phases are: 1) the construction of the wet weather pump station; 2) the construction of the control vault; and 3) the installation of the emergency generator.

Latest construction activity

Over the past week additional submittals from the contractor continued to be reviewed and processed by NHSA engineers. As indicated above, the contractor completed the concrete foundation slab for the control vault and has completed driving sheeting for the pump station. There was no vibration monitoring for the pump station sheeting installation since the engineer determined that the sheeting was conducted from a sufficient distant from the buildings. Vibration monitoring was in place during sheeting for the control vault where no issues surfaced. There will be additional sheeting in two locations and the contractor will have monitoring for vibration in place. At this point, we are not certain of the timing for this activity. The contractor has completed the relocations for the water line, storm drain, and force main. The contractor is waiting for PSE&G approvals to continue preparatory work for the installation of the emergency generator at the NHSA island between Hudson and Washington Streets.


As of September 24th, a number of submittals have been approved or are close to approval. These are:

  • Storm drain relocation
  • Force main relocation
  • Process piping for pumping equipment
  • Reinforcing steel for transition vault
  • Reinforcing steel for pump station
  • Storm drain relocation
  • Electrical wiring and grounding
  • Dust control plan
  • Soil sampling plan for pump station
  • Waterproofing
  • Dewatering plan
  • Emergency generator

Coming up

In the next two (2) weeks, the contractor will continue to prepare submittals and obtain approvals for construction activities. Going forward into the week of September 28th, these activities will include:

  • The contractor will be placing concrete for the control vault walls. The wall placements for the control vault will continue over the next week. Following the placement of the walls the top slab will be formed and placed.
  • The contractor will begin installing walers for the pump station location and begin excavation.
  • The contractor will continue to have a water truck available to abate dust and soil an erosion controls to prevent the migration of dust from the construction area.
  • The LSRP air monitoring program continues in place.

The following new submittals are being reviewed by NHSA engineers:

  • Electrical submittals
  • Process piping
  • Process valves and operators
  • Sump pumps
  • Submersible wet weather pumps
  • Bollards

LSPR update

The LSRP’s recent activities include:

  • Air monitoring of the site began on Thursday, August 27th and continues, in accordance with the LSRP-approved plan.
  • The air monitoring readings are continuing. Daily updates are being sent to the HOA and the weekly updates are being posted on the NHSA website.

Overall construction schedule

The current overall construction schedule remains as follows:

  • Pre-construction activities: Completed as scheduled.
  • Construction activities, now underway: Mid-August through December. This includes work on the installation of the emergency generator on North Hudson’s existing 11th Street pump station island between Hudson and Washington Streets, as well as beginning work on the control vault and new H-5 WWPS.
  • LSRP monitoring begins with construction and ends when the cap is restored.
  • Control vault construction continues until April 2016.
  • Pump station construction continues until August 2016.
  • Final completion and site restoration is scheduled for October 2016.

Role of the LSRP

The LSRP serves an extremely important function in the construction of the H-5 WWPS. He will oversee all environmental issues on the site, including the voluntary air monitoring that North Hudson is undertaking. In this capacity, the LSRP is responsible to the NJDEP for ensuring that all construction is done in accordance with the Remedial Action Plan filed with the State during the original development of Maxwell Place. The contractors will take no steps that impact the environment without the strict oversight of the LSRP. The LSRP will report on a regular basis to the NJDEP.

 

Because Maxwell Place was constructed on land that was remediated for soil and groundwater contamination, an NJDEP-approved engineered cap was placed within the development and along 11th Street. The construction of the WWPS will lift minimal parts of the cap in carefully defined areas, and the LSRP will develop a Data Collection Plan to strictly supervise and control all related construction activities. No construction that impacts the existing cap can be undertaken without the approval of the LSRP.

 

The LSRP will also supervise the gathering of air samples adjacent to the construction, as part of North Hudson’s voluntary air monitoring program. The LSRP will oversee the air quality data collection and provide advice before construction begins, during excavation and until the cap is replaced.

Sidewalk and auto access

This is the most current information and will be updated going forward.

 

Sidewalks

South sidewalk on 11th Street: Open at all times.

East sidewalk on Sinatra Drive North: Maintain drop-offs for school.

North sidewalk on 11th Street: Brief intervals of closure between Sinatra Drive North and Hudson Street.

East and West sidewalk at Maxwell Lane: Maintain access for drop-offs to daycare.

 

Traffic

 

Uninterrupted access to parking garage.

Eastbound traffic lanes 11th Street: Short temporary closures during utility relocation; both lanes closed during pump station construction between Maxwell Lane and Sinatra Drive North. Open at all times from Maxwell Street to Hudson Street.

Westbound traffic lanes 11th Street: Temporary closures for traffic relocation between Maxwell Lane and Hudson Street. Both lanes closed during pump station construction from Maxwell Lane to Sinatra Drive North.

 

Parking

 

No street parking during construction hours between Maxwell Lane and Hudson Street.

No street parking on 11th Street from Hudson Street to Sinatra Drive North (Eastbound).

 

Effect on local businesses

 

Sidewalk access permits unimpeded foot traffic to local businesses.

Traffic controls at site will minimize business impact.

Drop-off point will be maintained during construction.

Parking access may have
limited effect.

Parking garage access remains in place.

Restrictions on street parking will be impacted during construction.

Air monitoring

Although the NJDEP does not require air monitoring for the H-5 WWPS project, North Hudson is voluntarily monitoring the air surrounding the construction site for dust and volatile organic compounds (VOCs). The LSRP will continuously monitor the air during excavation activities and until the original cap has been replaced. This is a relatively conservative approach, as it is designed to alert the construction team whenever dust is in excess of the LSRP monitoring plan. Readings that show elevated levels of dust or VOCs in the air will result in review and remedial action to abate the condition as approved by the LSRP. Our e-newsletter will provide regular summaries of the air monitoring activities, and the website (nhudsonsa.com) will post daily readings.
