Construction update

The Contractor is working on the CSO weir/connection chamber next to the pump station and will begin the sheeting activities and excavation on the transition vault the week of March 21st.


Due to the proximity of the transition vault to the 1125 South Maxwell Place Building, the Contractor will need to temporarily close down the exterior sidewalk to pedestrians for public safety. Only the exterior sidewalk will be affected. The interior sidewalk (under the building overhang) will be accessible at all times. The exterior sidewalk will be put back into service as soon as possible. The schematic below outlines the details for the closure of the sidewalk.

In order to construct the transition vault, the Contractor must also remove four trees and one light pole. The photo below is an annotated photo of the trees and light pole that will be affected. PSE&G will be responsible for disconnecting the light pole, and it will coordinate that work with the HOA. The trees will be replaced with similar size trees, and the light pole reconnected as soon as practical.

Transition vault

The diagrams below depict the transition vault. The transition vault, which is immediately adjacent to the pump station excavation, is separate from the control vault and the pump station. The first diagram below depicts the three (3) main below grade elements of the pumping station. These three elements are: 1) the weir and connection chamber, which allows the wet weather overflows to enter the pump station during storm events; 2) the pump station; and 3) the transition vault over the CSO outfall, which pumps wet weather flow back into the outfall during storm events. The second figure shows the location of the below ground transition vault at street level looking West on 11th Street.

The overall project

As shown in previous newsletters, the project’s three (3) phases are dictated by the engineering and construction requirements and will occur in three areas along 11th Street, as seen in the figure below. The three phases are: 1) the construction of the wet weather pump station; 2) the construction of the control vault; and 3) the installation of the emergency generator.

Latest construction activity

The Contractor has completed installing the emergency generator on the 11th Street Island west of Hudson Street.

As previously stated, the backfill has been completed around the pump station perimeter, and work is nearing completion on the connection chamber and beginning on the transition vault (see above). At the control vault location, the Contractor installed the two (2) condenser units on top of the concrete pad and the refrigerant piping between the condenser units and the air handling units. Once final grades are completed, this equipment will be camouflaged by landscaping, as discussed during a recent site visit with the HOA.

During the week, construction submittals from the Contractor continue to be reviewed and processed by NHSA engineers. The Contractor continues to work on the emergency generator at the NHSA island between Hudson and Washington Streets. The following is a summary of the construction submittals processed to date:

  • Construction submittals received: 177

The following construction submittals were reviewed the week of March 17th, 2016.

Coming up

In the next two (2) weeks, the Contractor will continue to prepare submittals and obtain approvals for construction activities. Going forward into the week of March 21st, these activities will include the following continuation of work underway and reported in previous newsletters:

  • The Contractor will begin to sheet the area for the excavation of the transition vault and will continue to work at the emergency generator and the electrical service.
  • Installation of the main pump vortex breaker. Remove all temporary sheeting around structure.
  • Disconnect the temporary emergency generator and connect the new emergency generator to the ATS. Conduct field testing and start-up of the new emergency generator and conduct operator training.
  • The Contractor will continue the installation of the transformer and electrical service.
  • The Contractor will continue the construction of the control vault mechanical.
  • The Contractor will continue to have a water truck available to abate dust and soil an erosion controls to prevent the migration of dust from the construction area.
  • The Licensed Site Remediation Professional (LSRP) air monitoring program continues in place.

LSPR update

The LSRP’s recent activities include:

  • Air monitoring of the site began on Thursday, August 27th and continues, in accordance with the LSRP-approved plan.
  • The air monitoring readings are continuing. Daily updates are being sent to the HOA and the weekly updates are being posted on the NHSA website.

Overall construction schedule

The current overall construction schedule remains as follows:

  • Pre-construction activities: Completed as scheduled.
  • Construction activities, now underway: Mid-August through December. This includes work on the installation of control vault and pump station. The emergency generator on North Hudson’s existing 11th Street pump station island between Hudson and Washington Streets will also be constructed once the transformer and generator are procured.
  • LSRP monitoring begins with construction and ends when the cap is restored.
  • Control vault construction continues until April 2016.
  • Pump station construction continues until August 2016.
  • Final completion and site restoration is scheduled for October 2016.

Role of the LSRP

The LSRP serves an extremely important function in the construction of the H-5 WWPS. He will oversee all environmental issues on the site, including the voluntary air monitoring that North Hudson is undertaking. In this capacity, the LSRP is responsible to the NJDEP for ensuring that all construction is done in accordance with the Remedial Action Plan filed with the State during the original development of Maxwell Place. The contractors will take no steps that impact the environment without the strict oversight of the LSRP. The LSRP will report on a regular basis to the NJDEP.


Because Maxwell Place was constructed on land that was remediated for soil and groundwater contamination, an NJDEP-approved engineered cap was placed within the development and along 11th Street. The construction of the WWPS will lift minimal parts of the cap in carefully defined areas, and the LSRP will develop a Data Collection Plan to strictly supervise and control all related construction activities. No construction that impacts the existing cap can be undertaken without the approval of the LSRP.


The LSRP will also supervise the gathering of air samples adjacent to the construction, as part of North Hudson’s voluntary air monitoring program. The LSRP will oversee the air quality data collection and provide advice before construction begins, during excavation and until the cap is replaced.

Air monitoring

Although the NJDEP does not require air monitoring for the H-5 WWPS project, North Hudson is voluntarily monitoring the air surrounding the construction site for dust and volatile organic compounds (VOCs). The LSRP will continuously monitor the air during excavation activities and until the original cap has been replaced. This is a relatively conservative approach, as it is designed to alert the construction team whenever dust is in excess of the LSRP monitoring plan. Readings that show elevated levels of dust or VOCs in the air will result in review and remedial action to abate the condition as approved by the LSRP. Our e-newsletter will provide regular summaries of the air monitoring activities, and the website (nhudsonsa.com) will post daily readings.
